The Cybershades were much less advanced than the Cybermen. They had the brains of cats or dogs so were unable to obey complex demands. They were unable to speak but had the ability to jump high and run fast.
The Cybermen used the Cybershades as slaves. They were only seen in The Next Doctor which was set in the 19th century. Their design reflected this, they’re Cyber-heards were bronze but still featured the classic Cyber handle-bars.
The Cybershades only appeared in the 2008 Christmas special The Next Doctor.
