This Cyber Controller was the same person as seen in The Tomb of the Cybermen this time the Cybermen were fully operational and once again planning an attack on Earth. The Cyber Controller had evolved so that he looked and operated like the current army of Cybermen.
This evolution of the Cyber Controller only appeared in the 1985 story Attack of the Cybermen.
